The housing market renewal pathfinder for Pennine Lancashire, Elevate, incorporates artists' projects within a large, ten-year housing regeneration programme. Within this, Scratch the Surface is a ten-day artist residency with fifteen artists working on ten sites across Pennine Lancashire as well as a one-day national conference and a toolkit outlining commissioning processes, best practice case studies and practical advice for engaging communities creatively. It aims to explore creative temporary solutions to areas of land which have been left derelict, to enable artists and community to utilise land for community benefit and/or to make it more accessible and enjoyable to look at and live with before it is developed. Kerry Morrison has been appointed lead artist, working with graduate artist Jenny Juniper.
