Artist-architect team Kevin Carter and civic Architects discuss their work with Louise Kirkup, Principal Planner of Burnley Borough Council, in the latest in our collaborative relationships series.
The brief we received from Burnley Borough Council (BBC) was very open ended and on reflection quite ambitious, which was perhaps both its strength and weakness. In short, our brief was to explore and make proposals for work that articulated the experience of Burnley’s communities in regard to the area’s massive Housing Market Renewal Programme (HMR) that began in 2002. The client’s requirements concerning the form of the artworks was also left completely open, allowing the team to develop proposals over time that were directly based on experience, rather than imposing a series of imported ideas. This approach of adopting an open brief, in conjunction with an integrated way of working, proved highly successful for all parties, with a good flow of dialogue back and forth. Our relationship with Louise Kirkup, BBC Principal Planner, was very good. We were given office space within the planning department, which allowed us access to a variety of resources that would not have been available had we been located elsewhere.
