Being accidentally locked in an anteroom at the European Commission in Brussels with Edward De Bono was an apt way to begin to understand the European Year of Creativity and Innovation (EYCI). The reason the renowned De Bono was in Brussels was to speak as Ambassador of Thinking at the press launch led by EU Commissioner Jan Figel in December. A few days earlier I'd met Commissions Director-General for Education and Culture Roger Okeef who is charged with conjuring up a UK programme for EYCI at short notice. As a Brussels novice I was full of questions such as: "What's in it for artists and arts organisations?" and "Is there any money?" I am learning that EU 'Years of' are more complex than this. Should artists engage with EYIC? From a regional perspective Arts Council England North East is building a cultural programme in Brussels working through the North East England Office (each English region has a Brussels office operated by its Regional Development Agency to act as the 'eyes and ears' of the region in Brussels).
