Report explaining the principles and theory behind an ambitious partnership project aimed at intervening at the ‘citizen level’ to bring culture change to the town of Peterborough. Presents a useful overview of ‘community-led innovation’ which brings together key thinking about the five stages of a successful project. Argues that supporting communities to take action is as important as calling for action, and that a particular kind of support is required to stimulate and grow community led innovation.
