Influential report, critical of ACE emphasis on quantitative information as a measure of artistic success of the organisations and art it funds. Makes a strong case for putting greater emphasis on judging the artistic quality of works. Subsequently influenced practice within ACE and led to the peer review system. Also had the unintended effect of making funding for core local authority arts activity harder to gain and justify.
